Location
Modern Landfill, Inc. and its associated solid waste management facilities are located on a site in the Town of Lewiston, Niagara County, New York approximately four miles northeast of the Village of Lewiston, four miles southeast of the Village of Youngstown, and eight miles north of the City of Niagara Falls. The site is located at the intersection of Pletcher and Castle Garden Roads on a 380-acre parcel owned by Modern Landfill, Inc. (Modern).
Currently, 239 acres of the 380-acres are permitted by the NYSDEC for the disposal of non-hazardous solid waste from residential, municipal, commercial, and industrial sources. Operations of landfills in New York State are generally regulated by 6NYCRR Part 360.
Operating Permit
Modern Landfill's New York State Department of Environmental Conservation Permit Number is 9-2924-00016/00043 and expires April 8, 2012.
Environmental Design
Modern Landfill has been developed in three Sections. Each Section was designed, constructed, and operated in accordance with 6NYCRR Part 360 regulations in effect at the time. Section I is situated on 10 to 22 feet of Glaciolacustrine Clay. Section II and Section I/II Valley Fill Area each have a 2-foot low-permeability soil liner. Section III, Area I has a 4-foot low-permeability soil liner. Section III, Areas 2,3, and 4 were constructed with double-composite liners. Any future landfill development would occur south of Section III and will be constructed with double composite liners.
Operation
Modern employs the area method of landfilling. Solid waste is delivered to the facility in packer trucks, roll-off containers and transfer trailers. Materials are deposited at the working face and are spread into lifts with dozers and compactors. Compaction of the materials is provided by compactors. Daily and intermediate cover soils are available on-site and are applied as required by the regulations.
Capacity
As of April 2002 Modern's remaining permitted capacity is 32 million cubic yards. At current filling rates, this equates to a site life of 45 years or through the year 2047.
